The World Bank Group’s Board of Directors approved an International Development Association (IDA) credit of $125 million to support Senegal in strengthening the solid waste management system and improving waste management services in selected municipalities, including Dakar. The total project is expected to amount to $295 million including co-financing from Agence Française de Développement (AFD) and the Spanish Agency for International Development Cooperation (AECID), as well as additional financing from the Government of Senegal and private sector, among others.   

According to Nathan Belete, World Bank Country Director, “Senegal has experienced rapid urbanization which is putting significant strains on municipalities to efficiently deliver basic services. The launch of the National Solid Waste Management Program showed a real commitment from the government to find a sustainable solution to address this challenge.”

The Senegal Municipal Solid Waste Management (SWM) project is aligned with the FY20–24 Country Partnership Framework (CPF) for Senegal which was also discussed today by the Board. The project will help increase access to collection and disposal services in areas where services are lacking.

Collection Coverage and Type

80% of collected waste is transported to the landfill but not disposed of.
There is not yet in Dakar selective collection at the source of different waste streams.

Fine elements 36.64%, putrescible 22.47%, plastics 9.04%, complex 6.62%, timber (wood) 3.78%, paper 3.32%, textiles & sanitary textiles 6.67%, cardboard 2.27%, glass 2.77%, metals 2.49%, DMS 0.51%, NC fuels 1.42%, incombustible NC 1.99%.

Waste Management Practice
Open discharge, no biological treatment, no formal recycling, no waste disposal infrastructure. There are on the site collectors who sell the recovered objects (plastics, cardboard, metals, glasses, etc.) to private. All this is done informally.

Formal Waste Sector
In Dakar, there is only one open dump. We do not have a well-controlled landfill, a composting plant, let alone energy recovery or recycling. However, we are thinking about the construction of a landfill but Dakar is facing a problem of land, the city is almost everywhere occupied. Also, there is still no waste exported for treatment.

Informal Waste Sector
Coverage rate of collection is 80% according to the studies carried out by the PNGD. The waste collected is all-coming waste. There are different types of materials (battery, metals, glasses, wood, plastics, food waste, cardboard, etc.

Financing of MSW
There is still no adequate model, the state is thinking about it. There is a tax system called the household waste tax (TOEM). The cost is negligible. Out of a potential of 20 billion CFA francs, the recovery is barely 2 billion, or 10%; while the budget of the city exceeds 50 billion.

Waste Management Challenges
